I wish I could remember the artists name, but this looks like the semi original style he used that seemed to merge the first issue Mirage style with the Archie cartoon series. Haven't seen anything quite the same in ten years.

You might be thinking of Larson. He worked with Eastman and Laird on the Archie Comics.

You could be right, but I don't recall seeing any of their work in colour.
This was in a late 90s storybook rather than the comic.
Like I said, I could be wrong and they might have done it but I'm pretty sure it was an outside artist.
